Description: The applicant proposes the development of a 19,905-square-foot, two-story commercial building and a three-story parking structure. Project implementation would require the approval of the following applications: 1. A General Plan Amendment (GPA) to increase the allowable floor area to land area ratio (FAR) for the project site from 0.5 FAR to approx. 0.6 FAR. 2. A Code Amendment to change the specific floor area limitation for the project site on the Zoning Map from 0.3/0.5 FAR to approx. 0.6 FAR 3. A conditional use permit to allow construction of a parking structure adjacent to a residential district and establish a parking management plan for the site. 4. A variance to allow the building to encroach 5-feet into the 5-foot rear yard setback. 5. A site development review to allow the building and parking structure to exceed the 26-foot base height limit up to the maximum permitted height limit of 35 feet. The site development permit is also required to review the location, design, site plan configuration, and effect of the proposed project on adjacent properties by comparing the project plans to established development standards and adopted criteria and policies applicable to the use or structure (including consistency with the design policies contained within the Mariner's Mile Design Framework). 7. A traffic study pursuant to the City's Traffic Phasing Ordinance. 8. A parcel map to consolidate 6 lots into one parcel.
